Among the main arguments for state governments to adopt lotteries has been their value as a source of “painless” revenue, with players voluntarily spending their money to help fund certain projects. This argument is most effective when state governments are facing budget challenges and looking to avoid tax increases or cuts in public services. But studies have shown that the popularity of a state lottery is not necessarily linked to the actual fiscal circumstances of the state government.

A key element in the success of lottery games has been their ability to attract a large base of players and provide attractive prizes. For this reason, it is common for large prizes to be offered in combination with a series of smaller prizes. Ultimately, the size of a prize pool depends on what the promoter considers to be a reasonable balance between profits for the organizer and the cost of marketing and promotion. In addition, the number and value of prizes must be carefully calibrated to attract and retain a broad base of potential customers.
